　IPSが40 ％ の株式を保有しているInfiniVANに関し、2016年5月23日、InfiniVANにフィリピン国内で電気通信事業の免許を与える法案（H.B.6005）が、フィリピン共和国の上院で可決されている。

　2016年5月24日　宮下は、フィリピン共和国の上院議員バム・アキノ氏との会談で以下のように話している。
　InfiniVANとの提携の主な目的は、フィリピンのインターネット環境の改善に貢献することだと。

　バム・アキノ上院議員は、アジア太平洋地域だけでなく世界的に見ても、遅れをとっている、この国のインターネット環境の改善を主導し続けてきた。アキノ上院議員は既存の大手事業者がこの状況へ速やかに取組もうとしないと非難してきた。アキノ上院議員はインターネットとの接続は、重要な社会基盤の一つであり、これの改善がとりわけ教育、雇用創出、起業促進そして経済成長に大きく寄与するという信念を抱いている。

　会談の中で、宮下は、アキノ上院議員が、競争法（日本でいう独占禁止法）の制定を主導し、市場で支配的な地位にあるものがそれを濫用することを禁止し、処罰できるようにしたことに強く共感した。そしてアキノ上院議員は、競争法（RA10067）の関連規則が整備されたことで、品質を悪化させることなく、農産物の価格やインターネットサービスの料金は下がるだろうと言っている。

　様々な許認可が揃い次第、InfiniVANは、大容量の光ファイバー回線を国内全域に敷設し、また海底ケーブルで海外と接続することで、高速通信を利用者へ提供する。これによりInfiniVANは日本や他国の最新技術を展開することで、フィリピンをアジア地域における真のデジタルハブに押し上げるというIPSの使命を達成することを約束した。

InfiniVAN's legislative franchise application(H.B. 6005) as a full service telecommunications provider in the Philippines has justpassed 3rd reading at the Philippine Senate on May 23, 2016 and is awaiting thesignature of outgoing Philippine President Benigno S. Aquino III.

"On a May 24, 2016 meeting with Philippine Senator Bam Aquino, Mr. KojiMiyashita, CEO of IPS, Inc. commented that one of his main motivations for partnering with InfiniVAN is to be able to contribute to alleviating the sad state of internet connectivity inthe Philippines.

Senator Bam Aquino has been the leading advocate for improving internet connectivityin the country, which sadly lags other countries in the Asia Pacific region and the rest ofthe world. He has taken to task incumbent Big players for being too slow to address the situation. The Senator believes that internet connectivity is practically a basic need inthe Philippines and improving it would contribute significantly to education, employmentgeneration, creation of new business opportunities and economic growth among others.

In the same meeting, Mr. Miyashita praised Senator's Aquino's initiative at passing the Philippine Competition Act (R.A. 10667), which now prohibits and penalizes abuse of dominant market position. Senator Aquino recently said that the signing of the implementing rules and regulations of R.A. 10667 would bring prices down while improving the quality of goods like agricultural products and services like internet access and connectivity"

Once InfiniVAN's regulatory permits are issued shortly after the release of its definitive license to operate, it will rollout a broadband-optimized nationwide fiber optic backbone and international connectivity via submarine cables in order to deliver a true broadband user experience. InfiniVAN will deploy the latest technologies from Japan and elsewhereto achieve IPS's commitment to make the Philippines a true digital hub in Asia"
